NBR’s operations are governed by the Board of Directors, a nationally prominent group of leaders with long-term interests in the Asia-Pacific region. The Counselor is NBR's most senior advisory position, counseling the Board of Directors and President and providing guidance to NBR programs. NBR’s research agenda is developed in consultation with the Board of Advisors, which consists of experts from research centers, universities, and corporations.

Norm D. Dicks

Senior Policy Advisor, Van Ness Feldman, LLP
Former United States Congressman

Congressman Norman Dicks is a Counselor for The National Bureau of Asian Research. He is also a Senior Policy Advisor for Van Ness Feldman, LLP, advising clients on a wide range of public policy, strategic, and regulatory issues, particularly those in the environmental sector.

Congressman Dicks represented Washington State's 6th Congressional District from 1977-2013, where he received a rare first-term appointment to the House Appropriations Committee, a committee he served on for his entire tenure in Congress. In addition, Congressman Dicks served on and chaired the Interior Appropriations Subcommittee where he made environmental issues a priority, and worked tirelessly on issues affecting the National Parks, National Forests, and Native American issues. Congressman Dicks also became the chair of the Defense Appropriations Committee, and concluded his tenure in Congress as top-ranking Democratic Member on the Defense Appropriations Committee, and top-ranking Democrat on the House Appropriations Committee.

He serves on the Board of Directors for the Ruckelshaus Center, Washington Wildlife and Recreation Coalition, Trust for the National Mall, and Defenders of Wildlife, is a Board Trustee for the Washington National Opera, and a member of the Council on Foreign Relations and Puget Sound Naval Bases Association.

From 1990 to 1998, Mr. Dicks served on the House Intelligence Committee and was awarded the CIA Directors Medal. Upon his retirement, Norm received the Department of Defense Distinguished Public Service Medal, the highest honor bestowed upon a civilian for his work on behalf of military members and their families.
