The ASEAN Regional Forum: Beyond the Talk Shop?

In this NBR Analysis Brief, Sheldon W. Simon examines the outcomes of this year’s ASEAN Regional Forum meeting. He argues that the forum serves primarily as a "talk shop" for confidence-building and has yet to move to preventive diplomacy or conflict resolution. Despite this limitation, Simon concludes that the forum still offers good value for U.S. foreign policy.
