Azerbaijan: U.S. Policy Options
Dr. Herbert Ellison of the University of Washington and Bruce Acker of NBR review the complex challenges and opportunities that U.S. government and business leaders face in Azerbaijan. In addition to access to energy resources, the United States has a wide range of interests in the former Soviet republic. The authors argue that Section 907 of the 1992 Freedom Support Act, which restricts U.S. government assistance to Azerbaijan, denies the United States a leadership role in the Caspian region. They contend that a policy of full engagement with Azerbaijan would best promote U.S. political, security, and economic interests in the Caucasus.
