Korea's Future and the Great Powers

The reunification of Korea will have far-reaching economic and political repercussions, and not just for Korea. How Korea reunifies, and how the adjacent powers cooperate or fail to cooperate will determine a new order on the peninsula with reverberations throughout Northeast Asia. Failure to anticipate reunification scenarios and develop coherent policy will, at best, leave that new order unshaped by any purposeful consideration of American interests. Less auspicious outcomes are equally possible. Such a failure could result in a Korean peninsula rife with economic dislocation and nationalist fervor, possessing nuclear weapons, and perhaps aligned with China against Japan and the United States. A free and stable Korea, in contrast, would be a force for regional peace, relieving other governments from some of the financial burdens associated with reunification. A working group of Asia and foreign policy specialists have distilled the most realistic scenarios for reunification, examined the specific challenges inherent in them, identified contingencies, and recommended policy options for either a planned reunification or for a more sophisticated response during crisis, when the option of thoughtful long-range planning will no longer be available.
