U.S.-ROK Cooperation and Leadership in Batteries and Quantum Technologies
On March 25, 2025, the National Bureau of Asian Research (NBR), with support from the Korea Foundation, convened a congressional briefing for Senate Foreign Relations Committee staff centered on the crucial intersection of critical and emerging technologies and U.S.-Republic of Korea (ROK) cooperation. The briefing delved into key areas including artificial intelligence (AI), export controls, battery technology, and quantum computing, underscoring the imperative for strengthened U.S. collaboration with allies, particularly South Korea, amidst increasing geopolitical competition fueled by China’s technological progress.
Expert panelists explored U.S. battery policies designed to bolster domestic supply chains and diminish reliance on China. They also examined U.S. policies and strategic objectives within the quantum computing landscape, highlighting its nascent stage and the critical need for international partnerships given the globally dispersed nature of talent in this field. Key conclusions emphasized the urgent necessity for the United States to secure more reliable critical mineral supplies and to foster more effective cooperation across research and development (R&D), high-level policy formulation, and logistical coordination.
The subsequent question and answer session with attendees provided further insights. Panelists addressed the national security implications stemming from advancements in quantum computing, particularly concerning communication and operational security. Additionally, they stressed the importance of building robust U.S. domestic supply chains for critical minerals and establishing contingency plans to mitigate potential disruptions in foreign processing.
