Papers from China's Strategies on Intellectual Property Rights, Technology Standards, and Innovation
China Standards and Innovation Policy Initiative Working Papers
As of July 2011, four working papers have been published as part of a joint initiative between NBR and the East-West Center, “China Standards and Innovation Policy in the Global Knowledge Economy: Core Issues for China and the United States.” Under the direction of Project Principal Investigator Dr. Dieter Ernst (East-West Center), this multi-year initiative examines the international dimensions of China’s standards and innovation policies, as well as the challenge of reconciling national policies with international standards. Available from the East-West Center, these papers are:
- Indigenous Innovation and Globalization: The Challenge for China’s Standardization Strategy
by Dieter Ernst (June 2011) - The Common Criteria for Information Technology Security Evaluation—Implications for China’s Policy on Information Security Standards
by Dieter Ernst and Sheri Martin (January 2010) - Standardization Strategy of China—Achievements and Challenges
by Wang Ping, Wang Yiyi, and John Hill (January 2010) - The Challenge of Patent Governance in ICT Standards, Seen from a Patent Authority’s Perspective
by Konstantinos Karachalios (February 2010)
To inform and strengthen the findings of these papers, the initiative convened an invitation-only workshop that brought together more than fifty high-level experts from industry, academe, and policymaking for a discussion of China’s industrial policies and the implications for global stakeholders in 2009. The project has also resulted in a series of top-quality publications and dozens of briefings for government and industry leaders in both the United States and China.
